Main objectives of the project axe dedicate to Cultural policy and cultural exchange for the second project year were:

  • Proposal of strategies for development of the decentralisation in culture in Macedonia on the base of the experiences and practices in the region Basse Normandie;
  • Reinforcement of the capacities of the Macedonian Local Governance;
  • Continuation with the programme for professional education of employees working in cultural institutions and local government by organising stages in similar institutions in the region Basse Normandie;
  • Amelioration of the cultural and artistic cooperation and the mobility of artists between these two territories.


    

The first goal of the project has been reached through the organisation of Conference on the subject Decentralisation in culture in Republic of Macedonia and France/ the region Basse Normandie (15.09.09 – Skopje/ Multimedia Center Mala Stanica) and series of meetings between the guest speakers form the region Basse Normandie and representatives of several cultural institutions and local governments in Macedonia (16.09.09 – Skopje and Veles).

The second and third goal where reached by organising three professional stages in the region Basse Normandie for:

  • Alexandra Mladenovik, film archivist and researcher from the Macedonian Cinematheque. The stage was conducted in ARCIS (from 22 of June until 22of July) where she had an opportunity to get learn about the newest methods preservation, digitalisation, systematization and utilisation of the photography;
  • Zoran Veljanovski, adviser to the Mayor of Ohrid and responsible of cultural affairs in the community. The stage was conducted at the local administration of the city of Caen (from 21 of September till 05 of October). Veljanovski had possibility to become familiar with the working procedures of the city of Caen and the processes of creation and implementation of strategies for local development. This stage facilitated the twining procedure between the city of Ohrid and the city of Caen. Therefore, on 20 of October in Caen the official agreement was signed between these two cities. On the same date, the twining agreement was signed as well between the city of Debar/ Macedonia and the city of Ifs/ the region Basse Normandie. From the great importance for the overall cooperation between Macedonia and the region Basse Normandie was that on the same day the official collaboration agreement was signed between the Minister of Local Self-government, Mr. Musa Xhafferi, as representative of the Macedonian Government and Mr. Laurent Beauvais the President of the region Basse Normanide.
  

 

  • Last professionalstage was done by Dejan Tripunovski, supervisor on back stage at the National Theatre „J.H.K.Dzinot“ in Veles, Macedonia. The stage was conducted in the National Drama Centre of Normadie - Comédie de Caen (from 01 until 15 October).

The last project goal was reached by presenting the exhibition “Danse L’Etreinte” by the French photographer Tristan Jeanne-Valès in the Museum of the city of Skopje (April/ May 2009). Besides, the exhibition the cultural exchange programme included an open presentation on the production of dance photography, and a research on Macedonian traditional music. More on this activity:

This project has been supported by the Region of Basse Normandie, the French Ministry of Foreign Affairs and the Association of Agencies for Local Democracy.
Local partners in Macedonia are: French Cultural Centre in Macedonia, Museum of the city of Skopje, Macedonian Centre for Photography,Multimedia Centre Mala Stanica,Macedonian Cinematheque, National Theatre of Veles, City Community of Veles, City Community of Ohrid.
